      Metaphorically speaking yes, the truth is a little bit more complicated but its not too far.

      Yes the nucleus controls responses of each cell. It holds the DNA, and uses the DNA to react and grow.
      In complex organisms, that have loads of cells such as humans, animals, and plants, all their cells have a nucleus.
      I work with microbes called bacteria, and they don’t have a nucleus. They have very simple cells, and their DNA just floats around their cell.
